Institutions of the Czech Republic - Security Information Service
The Security Information Service, based in Prague, was established on 30 July 1994 as the successor to the BIS of the Czech Republic, which operated between 1992 and 1994. The intelligence institution operates on the territory of the republic to prevent threats, terrorism and espionage by foreign states. The BIS is subordinate to the Government, which, together with the President of the Republic, is empowered to assign tasks to it. At the same time, the BIS submits reports to them on the security risks identified. Due to the nature of the reports, citizens are informed in a very limited way.
The functioning of the BIS is anchored in law and operates in a classified regime, which enables it to perform the tasks of information counter-intelligence. The BIS is obliged to respect the human rights and freedom of citizens, with exceptions provided for by law. The internal structure is governed by the rules of the ranks of the military forces with the right to bear arms. Officers on duty use cover documents to conceal their identity. The Director of Intelligence is appointed by the Government, after consultation with the Security Committee of the Chamber of Deputies.
The BIS does not have criminal law powers and therefore works with the Czech Police. It obtains information from several sources. These include public and agency networks or foreign intelligence services.
